Creating the Military Infrastructure for Peace

The United States also needs to work closely with Israel on the development of improved warning, surveillance, and low-level conflict technology of the kind that will allow Israel to withdraw from territory like the southern part of Lebanon and from as much of the West Bank as possible. One of the major errors in U.S. policy has been to seek political solutions before seeking a stable military solution. The alternative is to work with Israel now to help define secure borders in a way that will allow Israel to return as much territory as possible and to grant its Arab population maximum freedom throughout Israel. This may be principally a political decision, but it is also one that can be strongly affected by modern technology.

Israel could, for example, benefit from "smart" sensors in key border areas, a specially configured AWACS or balloon-carried set of radars with high land contrast capability, with special weapons munitions packages that could deal with sudden deployments of armor, with improved sensor packages for its remotely piloted vehicles, with a specially designed and dedicated satellite that would remove Israel's need to occupy high ground, and a wide range of similar technologies. There will always be "facts on the ground" from a military viewpoint, but U.S. aid and military technology can adjust and alter these facts to serve the cause of peace.
